You did write a substack about how a politician got through a difficult policy change but the detail in the policy change shows it was very minor and that's how the politician got it through. It's not semantics. There is a big fiscal difference in removing one of the 3 locks versus replacing it

In short, a better salesman is better selling a better product. Burnham is more trusted than Reeves and Starmer. And his policy announcement was much better handled than the winter fuel cuts - juxtaposing it with talk of a national care service meant it landed far better than if it was just a cut
