In 1994 Ukraine agreed to surrender the world’s third-largest nuclear arsenal in deal known as the Budapest Memorandum.  In exchange for giving up 1,900 nuclear warheads- U.S., Russia & UK pledged to respect Ukraine's existing borders and sovereignty & refrain from use of force against Ukraine.
