Can you call a UK DV hotline? They may be able to connect your family with local resources.

check with you local womens charities, may have to nip in your local CAB or check in your areas local facebook groups (it's pretty solid for locating orgs like that) but different cities tend to have their own individual org centering in specialized support when it comes to domestic abuse situations

Agree with other comments. Never assume a bluff if he's already actually committed violence against other ppl. UK has hotlines that may be able to help or advise course of action regarding abuser and/or elder abuse - Age UK share.google/kZgL12rU6g7H... 1/

But I would first sit down w/ partner and actually write down a summary of why you're making the call / reason for concern AND write a concise timeline of events- both brother's violent history, residence in Dad's house, and timeline of Dad's health decline 2/

However, the argument for Dad's mental capacity will be a tough one to prove if it is dementia-like (they have days of awareness & then days of aloofness). Stealing is still a form of elder abuse, so Dad may consent to residence but not money, & that'll be hard to know w/o 1 to 1 convo w/ dad 3/
