You're the one with reading comprehension issues if you don't understand how means testing is a first step in a programme to eliminate SS. The intentions are given away since if you were really worried about rich ppl benefitting too much, you'd just raise their tax rates and not touch SS at all.

What is well off in Indianapolis, is barely surviving in NYC. Rather than a whole new continually out of date standards, remove income cap on Social Security deduction from pay. There is a way to define liquid wealth to exclude truly wealthy who are unlikely to have wealth through income anyway.
