We could start with the US blaming Chinese immigrants for bubonic plague and smallpox in the late 19th century. Spain and Germany got scapegoated for the 1918 influenza pandemic. Historically humans have needed sacrifices, scapegoats to appease angry gods. Rulers leverage the fears easily.
