My recommendation: Krita. It's an open source art and animation program, and I personally have used it for years to great effect. You do need a basic understanding of animation to use it, and it's only frame by frame instead of the tweening style Flash has. I still recommend it. It's super good.
Show PostGauge 1 is still around, though it's often confused with G Scale, because they use the same track gauge. Gauge 1 is 1:32 and depicts Standard Gauge trains. G Scale is 1:22.5 and depicts Meter Gauge trains. Funny though, Gauge 3 is also 1:22.5 but uses 64mm gauge track.
