Am sometimes accused as a legal and constitutional commentator of elevating the role of laws and constitutions. Sadly, the purpose of my commentary is the opposite. Law is not magic, prohibitions are not spells. And constitutions are not sacred texts unless people believe in them.

Alas, adopting yet another constitutional code will not solve the problem of those with power acting unconstitutionally. You can keep adopting new written constitutions, but things will not change until and unless there are changes in political culture.
