The rationale for asking reviewers/panel members to rigidly stick to scoring criteria is well intentioned: it’s to cut out biases and discriminatory judgements – which are a genuine concern. But the baby is very much at risk of being thrown out with the bath water.

The review processes are designed so that scores - and justifications for those scores - need to draw closely on the proposal text and this almost inevitably favours a box-ticking approach to scoring proposals, where assertions made matter more than the substance behind the text. 2/n
