I don't think that's the core of the issue--other countries have smartphones AND declining bike/ped deaths--but it does drive me nuts when I see someone in a car that I KNOW has hands-free phone tech (Bluetooth, CarPlay, Android Auto), and the person is STILL holding their phone and talking.

My mindset is to assume they are looking at their phone until I can positively confirm otherwise

Yeah the number of drivers you encounter while biking that are staring at their phone WHILE driving in the US is astounding

European countries have much stricter enforcement of phone driving, it's de facto allowed here.

like in the US pretty much all we learn (if anything) about bikes on the road is how to pass safely. I would rather drivers be taught that in most circumstances, they simply *do not need* to pass.
