I think the art team at Epic were the ones who likely made them, Splindehorse tried to convince to change it for something else, they said "Nah, the kids will love this", and that's about it. At least, I think that's how they went

I played it for like a month years ago. When the level got small, my partner and I would run ppl over and laugh at how mad they were. Couples that slay together stay together. :3
