A few things here... First- Wanda's nature as possibility encompasses all of her established abilities. But that doesn't mean her chaos didn't come from Chthon, in the same way it doesn't mean the Evolutionary didn't alter her. Chthon is an Elder God of Earth, he's far younger than the Never Queen.

As of Wanda's meeting with the Never Queen, all her powers are encompassed by possibility. You've been saying chaos, which is a macro concept summing up a variety of her skills. Wanda's chaos magic couldn't affect Amaranth, yes. But her hexes could. And then her magic could, once the seal was broken

Hey! Never Queen will likely appear again, albeit briefly. I want her to! The Grand Design isn't really relevant to the current story though - if it becomes so, we'll absolutely see it again. That said, if you're looking to empirical confirmation that it's true or not, that by design won't come

It would mean that all of her gifts are encompassed by possibility, yes-just like the Never Queen says. Amaranth is immune to her magic, not her probability hexes.

Not that I can't answer, there are just a lot of assumptions stated as fact here. But yes, broadly, Chthon took the same journey as Wanda's soul. That's not to canonize or confirm any assumptions here.
