We need to change the laws so monetary penalties are large percentages of a person's total net worth instead of a few million or a few billion. Fine them 30% of their $100 billion fortune and see if that changes their behavior. If it doesn't, fine them 60% or whatever it takes to stop them.

Zelenskyy staying in Kyiv under this kind of pressure is the part worth noticing. Ukraine is fighting to defend its sovereignty, and the West has a stake in the outcome as well, since an aggressor that wins sends a message to every other aggressor watching.
