(2/2) In the UK we found our constitutional arrangements lacking in recent years e.g. significant legislation passed w/o parliamentary scrutiny. This had previously relied on the "good chaps theory of governance" which fell down when we had bad chaps in charge 😉

(1/2) I think his more subtle point is that unless made impossible* this behaviour will be possible by any party; that only one may choose to do it is irrelevant. *he's making an implicit case for legal/constitutional change to stop anyone from doing this although he doesn't say so explicitly
