To fix transit, the candidates, City staff, OCTranspo staff and the citizens of Ottawa need to stop looking at this as a business & focus on it being a necessary service for the public good. This has ever been what public transit has been about. It's the "loss leader" to getting people to move here

My radical idea would be continual deep dive on one section of the budget per quarter outside the budget cycle. Ie 3 departments a year with 1 quarter devoted to passing next year's budget. In software development terms, an Agile budgeting approach rather than Waterfall.
