(not specifically that scenario but variations upon it where excessive police violence clarifies the "either we do something now or someone might be hurt even worse" problem for witnesses in an immediate way and things blow up as the police try to contain it and make it worse)

Small cliques of highly engaged political dissidents don't and can't generally instigate riots. Instead, someone's mum gets hit by a baton while trying to protect her kid and members of the public take measures into their own hands to stop cops and it escalates from there.

Historically speaking rioting isn't the output of a particularly disruptive left so much as people see no other means of protecting their families and neighbourhoods from an increasingly authoritarian state than open violent conflict. Everyone who's ever studied rioting knows this.
