You say they are targeting people who have nothing but not taxing wealth? I would politely challenge this view. Wealthy farmers, CGT, private schools, Business Asset Disposal Relief (BADR) and Investors Relief (IR), Stamp Duty Land Tax (SDLT), UK Non-doms etc.
