My guess is that Gerhard Schröder thinks that he is “larger than life” and under appreciated as Kanzler by the German public. Remember the emotions at his Grosser Zapfenstreich? But why not try interview or speak to the alt Kanzler?

It's probably historic reasons, how parties work in Germany is strictly regulated in law, in order to prevent someone with dictatorial tendencies to hijack a party.
