I increasingly think that the most important thing that the state could do to stimulate production in California would be to establish a standard fee schedule that preempts local fees and pays local impact fees for all housing that sells at 120% AMI or less, no deed restriction required.

Only five of California's 539 local jurisdictions are on track to hit their 2020s housing permitting goals. (The exceptions being San Diego and a lot of sprawl.) I think it's high time we admit that RHNA hasn't really worked and start thinking about what comes next. calmatters.org/housing/2026...

Here's my performance plan for California housing: entitle 1500sf or FAR and one dwelling unit per every $100k in land value a residential parcel is assessed at. Stop relying on cities to decide density and start relying on markets.
