Refusal or inability to wield the power they actually have. To admit the power also means admitting the responsibility that comes with it. They prefer to feel powerless and therefore a bit more guilt free. Otherwise, they'd have to Do Something. Heaven Forfend.

How many of us have failed to stand up agaist a more powerful person (parent, boss, senior colleague etc) making racist, homophobic or misogynistic remarks ("locker room talk")? I would have to plead guilty for one. It makes you feel dirty but you don't always speak out.
