Votes have to be earned. People have to be convinced to vote. “The electorate has a civil duty and obligation to vote” No they don’t, actually. Voting’s something you *get* to do as a citizen, but it’s not something we guarantee all citizens access to at all times. Voting isn’t mandatory.
