Israel says it will open the Rafah crossing so people inside Gaza can leave. Why won't Israel allow Palestinians who've already left to use the crossing to return? Why won't Israel allow humanitarian agencies to use the crossing to bring aid into Gaza? Hani Mahmoud reporting
