Constitutional referendums should never be a simple majority. You should require >50% of the registered electorate. Not turning out should be regarded as a "non change from current". If you're not willing to vote to effect change, then your lack of vote should count against it.

Only a $20 fine if you dont do it though. Still gets a 90% turnout and only 3% of those are filled incorrectly generally. Make it a state holiday. But you have to use that day to vote (or you can advanced vote, postal vote, proxy vote etc).
