The Trust can’t resolve access issues alone, they need Council approval, so cooperation is essential. New sites might be an option, but they’re costly, so I'm not sure. I suspect the Trust haven’t applied for more parking because under Council rules they know the Council wouldn’t support it.

I mean the Council controls planning, parking limits and transport restrictions. The Trust can apply, but the Council decides. An Oxford Mail article (8/3/17) says no increase in private parking is allowed in Headington. I am drawing attention to an access issue for an ageing population.

The Council sets the parking and access rules. The JR serves a huge and ageing population, and some patients have no alternative to travelling by car. I’m raising an access issue; it’s for the Council to fix.

I’m talking about necessary hospital journeys, not optional ones. With an ageing population, demand is rising and some patients have no alternative to travelling by car. The JR’s parking provision doesn’t match its catchment. I’m drawing attention to that; it’s for the Council to solve.

This isn’t about increasing car journeys generally. With an ageing population, more people will need hospital treatment, and some of those journeys will have to be by car until there’s a cheap, reliable alternative. Hospital access is a practical issue, not a traffic theory debate.
