I've seen a bunch of chatter today about the reports that California will lose four seats to Texas and Florida, and I'll just note that this would be MUCH less of a "big deal" if State legislatures weren't de facto appointing (the partisan affiliations of) their House delegations.

Which is kind of crazy if you think about it. The whole design of the Constitution was for the Senate to be the "confederal" part of the arraignment while the House was "federal." This never worked, even before Jim Crow, but at this point there's basically nothing left of its "spirt."
