I feel like that whole phrase is in eye-of-the-beholder. Pointed attacks on opponents doesnt feel 'low' to me. Inventing conspiracies about opponents and pushing that to voters through dark money PACs bankrolled by Elon and three other chuds, is low. We're still kinda on a good plane, relative.
