They buy back stock when it’s cheap because an arms corporation’s mission statement is not to make arms; it’s to make money for its shareholders, possibly through making arms, but also really through any other way as well. When they buy back some of their own stock, they raise what’s left.

Socialism is not meant to be unregulated. It is meant to be constrained and driven by the people who participate in it. It should, therefore, be more regulated than private enterprise, which is only regulated by the State (which, itself, exists to protect private enterprises).
