Bet the Sheriff knew the guy made threats, emailed a warning, and ignored it. Deputies and secret service had no ID. Deputy didn't immediately stop suspicious white guy. Couldn't reach Secret Service. Lost track of guy. Pew pew. Occam's Razor. It's not a conspiracy. They're covering their asses.

A false flag assassination attempt takes a lot of people keeping quiet. That's difficult. A Sheriff trying to cover his ass because he laughed off threats from some weird local guy... far easier to cover up.
