One, just because it learns in a new way doesn't mean we can discount the evidence of our eyes that it does learn. Two, the cats thing is apples-oranges. In many ways. Nobody puts a human zygote's neurulation under an electron microscope and proclaims "this notochord can't possibly recognize a cat"

I doubt it's on purpose. It's a paper from 2023, which likely means it was written/planned the latest realistically late 2022.
