Disagree. He is trying to grapple with the real world and it is quite clearly true that free movement does allow people to come and go while earning settled status encourages staying. Yes there are uncomfortable nuances, they are going to be difficult to escape.

So there's a difference, and that's the difference the PM is talking about. A matter of nuance not being to your liking, but he's trying to make a political case and it isn't the most ridiculous, not deserving therefore of such hostility
