Yeah, the Tokaido Shinkansen is the busiest (arguably at capacity) and the one operated by JR Central. They don’t have that much conventional rail either, JR East does most suburban commuter services around Tokyo (along with the private railways which aren’t actually that private and also own land).

The DLC is set in the region of remarkably advanced civilizations predating colonization of US territory. They had cities and planned agriculture and thrived in the desert for centuries. They did not need white men to teach them how to live. And they don't exist in any way in Innocent Hearts.
