This is the most compelling documentation of it I could find. en.wikipedia.org/wiki/Talk:Bi... If this discussion in the Wikipedia edits is to be believed though, "Billy" as slang for uppers dates back to the 60s. I feel like that's enough evidence to fully buy that the Brits are doing Billy.

I’ve never been in a room where a person was doing cocaine but many times I’ve been in the room that person walked into immediately after and boy howdy was that Billy.

Probably derives from the the Beano kids comic character Billy Whizz, the fastest boy in the world, first appeared 1964.
