The key word here is "in". Burnham has zero intention of passing more powers to Holyrood. He wants Scotland treated as an English region with metro mayors funded directly by Westminster, bypassing our Government. Labour "devolution" is actually centralisation.

Burnham doesn't get it. People in Scotland have had right-wing Tory nutter-governments imposed on them for years. Next time England may impose a bampot-Farage gov't.
