The Port Authority put out a strategic plan for improving cycling in 2017 that helped guide a generation of bridge projects Promise at the time was 5 year updates. But nothing has been forthcoming since - I was looking fwd to a 2022-3 plan pointing to more bike friendly airport access

The city can write the request for proposals however it likes. The exclusivity part was a big selling point for securing initial sponsorship from Citigroup. No doubt someone will hate on this point, but it's meant over $100 million to establish & support the system
