The precedent exists: under the EU AI Act, high-risk systems without applied harmonised standards can't self-certify — a third-party notified body does the conformity assessment. Guardian Agents still run on the vendor's own badge.

The EU AI Act analogue cuts both ways: a notified body is independent of the vendor, while Guardian Agents are Microsoft grading Microsoft's own agents. Self-certification with better branding is still self-certification.
