Yes they have the same thing in Control. It's called Assist mode and you can fine tune lots of different things including incoming damage, damage you output etc. As well as other stuff like increased dodge window. I decreased enemy damage slightly just to get past the boss. It's a great feature.

There's no actual difficulty levels in Control: Resonant but Assist mode lets you adjust the game to suit you. You can even make it harder if you want. I like it when games give you this much Control. Pun intended 😂

I've heard the dlc adds more story and lore to the world. Sounds great. I was playing through the game again on pc so I'll definitely return and check out the dlc at some point. I platinumed the first game which is something I rarely do but it was well worth it.
