But no we don’t have a plan. It took CalTrans 20 years to plan and build the just-finished upgrade to the section of 101 between Arcata and Eureka. It’s already flooding in King Tides.

We have a ton of infrastructure built a century ago, which would be failing even without new stressors. Now it needs to be rebuilt uphill.
