cool short new book, free to download, by Michal Koreh, Olivier Jacques and @danielbeland.bsky.social . Far too much social policy scholarship focuses on expenditure which is nuts because we all know how much taxes matter and *are* social policy. These guys get you up to speed on the tax side!
