The world of chokepoints and economic security is moving fast, to the extent I now see the US, China, and the EU (Commission at least) realising the limits of weaponisation against each other, with third countries more likely to bear the brunt of actions.

To the extent of preventing people who teach from doing research (except pedagogical) and protecting people who do research from teaching. Whether this filters down to the poor benighted students who choose a university because of the Big Names they think they'll be taught by is another question.
