the audience/ media coverage for rugby is tiny compared to football and the world cup. Also Argentina have no power in rugby so they could be punished without controversy

This wasn't a small display by one or two players. Hell, US football blacklisted & effectively banned Kaepernick for life for discreetly taking a knee during the anthem because of racial injustice in the US. His stance was humanitarian imo & there was no clearly defined rule he was breaking.
