None of these people actually care about those who are living rough, their dignity, or their humanity. They care about "eyesores" and compliance. To them, anyone not in traditional housing is a Problem to be eradicated.

Since I have done this work for 15 years, I’m having an XKCD geologist moment here. Medicaid estate recovery has been a thing for generations and got a significant boost in the arm in 2005. My state (Ohio) gets back ~ $40 million/year in MER last I heard the AG’s office report on it.
