One cannot watch her and believe she is capable of forming intent to do basically anything. But also it’s pretty fucking convenient for her if we reach the conclusion that she cannot form intent which muddies everything.

Whether they realize it or not, Liz and Billy have a visceral understanding of "If I behave this way / if I speak this way good things happen" even if they lack the curiosity or introspection or courage to figure out *why* that is. To me, that is not an excuse but in fact makes them more guilty.
