Skeptical for sure, but there is a logic to do this (broaden political opposition to going after his business) and a mechanism (using Trump accounts). It would be deeply ironic if the good Baby Bonds evolved to become a means for oligarchs to toss scraps to the masses to dampen their unpopularity.

The history of 287(g) has gotten lost because feds and states have allowed the program to expand, unchecked. Historically, the only agencies that could use 287(g) were sheriff's offices (maybe the occasional state agency). Sheriffs can generally enter into contracts without county approval.
