Beyond the fact that so many homeless folks are working, Brian's book also shows that many homeless families are not sleeping on the streets or in shelters. And yet we rely mostly on a one-day-in-winter, locally administered survey of folks on the street & in shelters for our homeless counts.

City of Atlanta has upped its PR for extending old tax increment financing districts until 2055 by cherry-picking likable projects & implying they can only be funded via TIFs/TADs (rather than general revenue spending/bonds). It’s really that TADs give mayor largely unaccountable spending authority.
