We already have existing risk thresholds that have been democratically determined which AI is not exempt from, which this bill attempts to override. In fact, the creator of risk assessments specifically noted that it's *autocratic* for technocrats to make those determinations.

This in the plainest term, is autocratic. Anthropic determines, without democratic deliberation, thresholds for the level of death and damage whilst excluding the actual cases of harms occurring by AI today. This is what we mean when we say x-risk is used to undermine real risks.
