I’ve been listening the podcast American History Hit and I (a non-American) really had no idea just how badly reconstruction failed, was caused to fail by its opponents, and was allowed to fail by its notional supporters. Knowing this now makes the current situation in the US much less surprising.

This whole thing is just a people in elected positions whose jobs are either executive (direct responsibility) or legislative (oversight policy and budget) saying "not my fault." Nothing is ever anyone's fault. Nobody ever makes mistakes. Certainly not in IL state or Chicago city government.
