The BBC exist as two beasts, the tax payer funded bit and the commercial arm and we pay for both all those U& stations are basically BBC stations with ads. They want to play both sides and the government are happy to oblige

So player agency is a little like the King's powers, which he has only on condition that he never use them. You can make choices, but you've committed to stay within a particular framework, to play the sort of character who WOULD escort the NPC, who WOULD investigate the murder, etc.
