And that’s why a characteristic of all authoritarian regimes is to apply more broadly, and in politically directed fashion, repression techniques that, under democracy, are applied only to marginalized groups. The circle of oppression enlarges, and is politically tilted.

Every authoritarian regime operates like this. Empowering the lower ranks of the repression forces to do their thing, without requiring specific orders, is not an unintended consequence — it’s the actual MO.
