Tariffs and immigration policy may be driving cost pressure but I think that the decision to procure this work as a large single Design-Build contract (Cf. smaller contracts) and then only qualify one bidder is probably a bigger driver of the inflated bid.

That study is about platform screen doors, i.e. between the train and the platform, to keep passengers from being hit by trains, or getting into the tracks. Nothing to do with fare control gates
