he'll go for napkin deals. He has no patience for the detail of real binding deals, which he wouldn't put to Congress anyway

Probably restructure existing agreements. Much of what he wants, I'm guessing, is unilateral concessions from Canada and Mexico. He's probably fine with just putting those concessions in an MOU that says US can impose tariffs if Can/Mex don't follow through.
