In the case of London, from Thatcher onwards, Tory Govts always gave generous central grants to flagship Tory councils like Wandsworth and Westminster, whilst starving boroughs with greater need, like Lambeth - so they could say 'Tory good, low Council tax, Labour bad...' Good to see this changing.
